Cook linguini according to package instructions.
Fry the quail eggs in a pan with a little bit of oil.
In a skillet melt butter and heat with olive oil. Add the garlic and chili flakes to the butter and cook for a minute. Season with salt and pepper. Add mascarpone cheese and whisk well until cheese is melted. Do not overcook as it will curdle. Remove skillet from heat. Add chopped basil and mix.
Add the pasta to the skillet and toss it well. Sprinkle with Parmesan cheese.
Serve pasta with a quail egg on top of each serving.
